Indian Institute of Planning and Management (IIPM), New Delhi is Not a Recognised institution or university. It is a private, autonomous institution. It cannot confer or grant any degree as per UGC Act.
However, the IIPM has right to continue because as per Article 19 (g) of the Constitution of India, people can carry out any appropriate trade or profession or business as a matter of freedom. But such institution cannot ask for recognition as a matter of right. The most they can do is to confer a Certificate or Diploma; but not a Degree. Moreover, the recognition of such Certificate / Diploma depends on the other institution or University or employer if they will accept it or not. However, in any case they cannot confer a Degree. They only have an option to get affiliation from a University to conduct classes for degree examination. But such examination and degree must be held/conferred by a University only.
