Indian Institute of Planning and Management (IIPM), New Delhi is Not a Recognised institution or university. It is a private, autonomous institution. It cannot confer or grant any degree as per UGC Act.
However, the IIPM has right to continue because as per Article 19 (g) of the Constitution of India, people can carry out any appropriate trade or profession or business as a matter of freedom. But such institution cannot ask for recognition as a matter of right. The most they can do is to confer a Certificate or Diploma; but not a Degree. Moreover, the recognition of such Certificate / Diploma depends on the other institution or University or employer if they will accept it or not. However,  in any case they cannot confer a Degree. They only have an option to get affiliation from a University to conduct classes for degree examination. But such examination and degree must be held/conferred by a University only.

Food for a Healthy World: The 2013 International Drawing Competition

Open to ALL children and young people from 6 to 20 years old.

The drawing should reflect an issue concerning nutritious foods.  

1. Drawings should be on white A4-size or letter-size paper in the round or square frames provided in the annexed templates. The diameter of the round frame and length of the square should be 18 cm. Pictures not submitted in this format cannot be considered in the competition.
2. Drawings should be submitted giving the full name, date of birth, country and postal and/or email address of the participant. Drawings submitted without this information cannot be considered in the competition.
3. Remind your group that the drawing could be used for making small badges and large posters! Encourage them to use bright, bold colours. Participants may use drawing materials of any type: pens, pencils, paints, with the exception of crayons as they do not reproduce well. They are also allowed to use computer graphic programmes.
4. The drawings must be the child’s or youth’s original creation. Most importantly, they should use their imagination and have lots of fun!

Prizes of US$500 will be awarded to the winner of each age group (6-10, 11-15 and 16-20 years old), US$200 will be awarded to the runner up of each age group and US$100 will be awarded to the third best drawing of each age group. The Institute offers a six-month course in Bird Study to promote better understanding of birds and their world in the general public, particularly among its youthful members. This course hopes to promote the cause of birds through creating an interest in birdwatching as a hobby among the general public. This is a self-study course, without any form of direct instructions, which students will have to study and complete on their own.
Eligibility
The course is open to students of age 17 and above at all levels of formal and non-formal education and the general public with no upper age limit. Since the medium of instruction is English, a level of attainment at least equal to that expected of Standard 12 in English medium schools is necessary for those wishing to enroll themselves for the course.
Fees
"The course is run on a non-profit basis and has been supported through contributions from the students joining the course. Currently, the per-capita cost works out to Rs.1000/-.

• To promote bird consciousness among youth and adults through a comprehensive course of bird studies.
• To enable students to grasp the ecological role of birds in sustaining the balance of nature, and to acquire a well-informed interest in the preservation of birds and conservation of their habitats.

EIILM University gets final warning in the case of providing distance education outside its jurisdiction.

  EIILM University gets final warning in the case of providing distance education outside its jurisdiction. In many cases, the university is almost selling its degrees.

The UGC has taken a serious view of the complete violation of UGC (Establishment of
and Maintenance of Standards in Private Universities) Regulations, 2003 by the EIILM
University. The University is hereby directed to:-
1. Conduct courses in regular mode only at the main campus of the University with the
prior approval of Statutory Council(s), wherever required. The list of the degrees
specified by the UGC under Section 22 of the UGC Act, 1956 is available on the UGC
website www.uqc.ac.in.
2. Immediately discontinue all the courses run under distance mode in the country and
abroad as these courses are run without the approval of UGC and DEC.
3. Courses under distance mode can be conducted only after prior approval of UGC.
4. Immediately close down all the ‘Admission-cum-Counselling Centres’ which are
admitting students for courses run under distance mode.
5. Immediately close down all the off-campus centre(s), off-shore campus centre(s), Study
Centre(s) and Franchisee Centre(s) as these are established without the approval of
UGC.
Failing to comply with the above directions, the UGC may take action against the EIILM
University as per the provisions of the UGC Act and UGC (Establishment of and Maintenance of
Standards in Private Universities) Regulations, 2003. The University is requested to submit a
compliance report in respect of the above on urgent basis.

IGNOU launches its FAQ booklet for student queries

Questions like: “Are the programmes which are unique to IGNOU considered valid by other universities? Can I take admission at IGNOU in spite of myself being registered with any other university?” and some more detailed personalized questions are now compiled in a booklet and an e-booklet on Frequently Asked Questions (FAQs) on Open and Distance Learning (ODL) system of the Indira Gandhi National Open University (IGNOU).
The FAQ e-book is uploaded on the University’s website www.ignou.ac.in under the ‘Student Zone’ tab at the home page.
It is observed that the learners including the prospective as well as the alumni, guardians, teachers and several other stakeholders had many misgivings regarding the norms and procedures, rules and regulations followed in the University. In this regard, this booklet is going to be a very useful compilation as it would act as a ready reference material for all the full-time and part-time functionaries of IGNOU spread over Headquarters, Regional Centres and the Study Centres.
The book is prepared under the concept and guidance of Dr. C. K. Ghosh, the then Director, National Centre for Innovations in Distance Education (NCIDE), IGNOU, who recollects his initiative of preparing a collection of queries by curious IGNOU students. “I used to find many learners, guardians, teachers and other stakeholders coming to the Students Service Centre with multiple queries related to registration, evaluation, material distribution and various other facets of learner support. We found that they were not aware of the rules, regulations and norms of the University which was the root cause of their problems,” explains Dr. Ghosh.
The booklet contains questions faced by the university’s functionaries spread all over the country along with the answers. “We have directly picked up questions sent by the learners facing problems…by and large maintaining the same language of the queries as sent by students.”
There are ten chapters in the booklet. Chapters 1 to 8 have been categorized based on various issues like registration, evaluation, recognition, projects, practicals, assignments, etc. The chapter 9 consists of inter alia selected actual and representative case studies. “Several academic programmes are on offer at IGNOU which do not have parallel in the conventional system and the learners have many queries regarding them. We have listed those in Chapter 9 which we have received from time to time. Chapter 10 is on ODL-Quiz which contains 60 Multiple Choice Type questions with answers which are targeted towards testing the knowledge of the reader about the ODL System of IGNOU and it also generates awareness about the same,” mentions the booklet preparation team.
The answers are valid as on the date of publication of this booklet. An electronic version of this booklet is uploaded on the IGNOU website www.ignou.ac.in where necessary updating will be done from time to time.

Distance Education Council to extend the recognition of the Global Open University, Nagaland

In a recent order of the hon'ble High Court Guwahati, which has its jurisdiction over Nagaland state also, opined from the evidences that the DEC had not granted recognition to TGOU arbitrarily without any solid reason. This was clearly a case of Discrimination. The court ordered the DEC to extend the recognition of TGOU from 02-06-2009 onwards till the time of taking the decision on the report of Expert Committee in matter of according regular recognition to the University. DEC was further directed to publish on its website within one month of the extension of the recognition.

This will benefit thousands of students of the North East and the other parts of India who have got enrolled in the Distance Education Courses of TGOU, Nagaland. It is noteworthy that TGOU is the only university in Nagaland that offers distance education courses in the state.
